Android SDK tools 가 버전이 업데이트 되면서 unity 기능이 없어진 것 같습니다.
Android SDK 폴더에 tools 폴더 이름을 변경하고
tools 폴더를 아래 링크에서 다운 받아 교체하면 됩니다.
